Yes, it has to be two pages or less (including the instruction on the first page and the questions, not just your text). I have an article about what to include and about how long each section should be that should help you get under the limit. I have honestly never seen a FSRPP that needed to be more than two paves long to get the point across, so there should be a way to shorten yours.
